2024 Fall Convention (September 10, 2024)NEICAAA Fall Convention @ WPI 10:00 am 9/10/24 Attendance: Assumption, Bryant, Colby Sawyer, Franklin pierce, Holy Cross, Husson, Keene state, Merrimack, MIT, Mount Holyoke, Quinnipiac, Southern Maine, Stonehill, Trinity, Tufts, UMass Amherst, UMass Dartmouth UMass Lowell, UNH, WPI, Worcester State 21 total coaches, a 2/3 majority vote needs = 14 Others in attendance: Larry Newman, John Copeland Minutes: 10:14 Start- Welcome- Shawn Green- 2023-2024 recap- Discussion on hacked financial accounts with Citizen bank - Increased attendance in the championships over the last year. - Summer convention was helpful to get everyone on the same page. - Thoughts on holding convention at the annual USTFCCCA convention, vs. zoom convention. Financial Update- Rueben was a fantastic help with building out and projecting budget Goals for this year: Social media- intern for Instagram, LinkedIn, how do we create a network for our student athletes? We successfully set up this LinkedIn page this summer so what we are asking is for coaches to help us spread the word to SA’s, alumni etc. -Corporate sponsorship – we need to get more corporate sponsors -Reestablish and edit NEICAAA constitution Motion to approve Minutes from Fall of 2023 UMass Dartmouth motioned 2nd from- Keene State. 20-0-1 Motion to Approve Slate officers- Colby Sawyer- motioned 2nd – UMass Amherst 20-0-0 Discussion- How do we want to rotate the executive committee members Can we move up the slate of members- Vice President- to President and set terms limits of other 4 members to rotate members of the committee. Southern Maine- Suggested that we rotate positions so that we are not losing everyone all at once and we replace a couple each year to keep more continuity UMass Dartmouth- Suggested to look at the USTFCCCA to use as a model John Copeland- suggested using IC4A committee as a model Proposal – To return the dues back to the original 500 per school Motion – to return dues back to 500 per school: Franklin Pierce- Motion to approve Stonehill- 2nd Merrimack- votes yes to lower the dues and suggested other ways to increase income would be to increase the individual entry fee Holy Cross- We lost certificates and only medals to top 3 Bryant- How do we help enhance the meet, instead of lowering the dues, bring back certificates and medals. Shawn- if we keep it at 600, we might be able to add both those things in UMass Dartmouth- Asked for a financial update Shawn- Apologizes for skipping it and Gives Financial update: Shows Reubens. expense spread sheet – Notes that It has not been officially audited. Outdoor we made a lot of the money because there is no facility fee, we offset some of the costs with collecting entry fees for both the indoor and outdoor meets. Bundled the insurance which was a small savings. MF- donates numbers and luncheon cost Mancini Medals- Mancini is comping ONE gender for ONE championship so instead of paying for six sets of championship medals, we only pay for five. Shows breakdown of expenses and recap 2023-24 sheet Shows 2024-25 projections Returning - to the Proposal - To return the dues back to the original 500 per school Motion- QU – Officially raise the Dues to 600 or 300 per Gender and look for ways to enhance the meet. 2nd- UMass Amherst 13-8-0- Does not pass Mount Holyoke- Concerned about D3 attendance because of all the last chance meets and the fact that people want to get on the flat tracks because of the conversions. UMass Lowell- For the next 2 years there are multiple weekends, and more people will choose to compete to use it as a chance to qualify for NCAA’s MIT- A lot of schools will choose to pay the dues to keep their options open, feels strongly that making the meet better is the best way to improve. Trinity- Agrees with MIT and knows that he is getting squeezed and so are many schools. Southern Maine- How do we make and create value in being part of the association? UMass Amherst- social media Shawn- Streaming the meets would that UMass Dartmouth- would like to see it go back to 500, and if we need an increase in the future we can increase individual fees to continue to draw people in. Original motion- Proposal - To return the dues back to the original 500 per school Vote: 8-12-1- Does not pass… The dues will stay at 600 or whatever Shawn chooses to do based on emergency. Per the Constitution, dues will remain at $500 but Commissioner must decide if he still feels the need to apply the $100 emergency overage Outdoor- Can we use all 9 lanes? Discussion: Rulebook does not allow, you cannot do it as it wouldn’t not be able to be used for NCAA’s. withdraw proposal. Taking 9 to finals- Stonehill- This is not against the rules, you are allowed to take as many as you have lanes for. UMass Amherst- expanding fields to 36, Long jump won’t take that long because they have multiple pits. Rich- amendment to the proposals 30 Tufts- Can we go to 28 in the field Southern Maine- These should be viewed as separate things, one is a meet management who advances to finals and the other is deciding field sizes which is part of the constitution. Shawn- Expanding the field sizes would have had to be a proposal for the future so we cannot continue to the conversation. Motion- to take 9 to the finals for 2025 only. (UMass has a 9-lane track) 20-1-0- passes Shawn- plans to make a subcommittee to work on changes to the constitution. - Email Shawn with interest to serve on this committee -Corporate sponsorship meeting- Gold, Silver Bronze figuring out dollar amounts with that you get if you sponsor at a certain level. -Social Media Coordinator- We need to find a student, maybe an internship for credit? If anyone has anyone that might be interested, please reach out. Championships: XC- Oct 12- Hopkinton Fairground- 10 runners for women 12pm ( 5k ) 10 runners for men 12:45pm ( 8k) One combined open race- 1:15pm ( 5k) Rich- Described the course and the changed starting line Shawn- Alumni race at New England’s, is it worth starting this year and how do we get it rolling? Indoor Championships- Return to Reggie Lewis Friday Saturday March 7-8 Significant savings from rental. MIT- Suggested looking at the cage area and throwing on the infield for the championships so it can accommodate men’s weight throws for the elite athletes. UMass Lowell- New balance now has a permanent cage on the outside of the track to accommodate Outdoor Championships- UMass Amherst Friday and Saturday May 9-10 Talked about dining passes and hotel accommodations for the meet. Larry Newman- XC- He is working on Championships going back to 1912- top 7 runners of the winning teams with their places and times for each of the years. - Should we have a records committee – formally recognize people and keep track of records broken in each event. - Media Sponsorship- for press releases and donations. Shawn- What do people think about moving Convention to the USTFCCCA - It doesn’t seem like people were in favor although more than 50 percent of the attendance said they do attend the USTFCCCA convention. QU- What about moving the date- there didn’t seem to be any interest. UMass Lowell- Make sure your meets are on world calendar (90 days before the event) or USATF sanctioned so they count for US championships, trials and junior championships. Holy Cross- Should we have a zoom component? UMass Dartmouth- If we stream the meeting can we make the zoom component non- voting? Everyone seemed in agreement to adding that component if it is non-voting. MF- Lisa just thanked everyone for using their equipment and talked about the new first place weights. 2023 Spring Conventions (March 15, 2023)March 15, 2023 via Zoom The coaches approved in principle an Executive Committee proposal to add an additional championship race for both men and women with medals and place trophies for each race. Coaches would have the option of entering either race depending on the level of competition. It was left with the Executive Committee to tweak race procedures at a future meeting. In addition, another non championship combined men and women race would be run with unlimited entries. The timing system would differentiate 5k(women) and 8k(men) performances. It was hoped that an additional race would increase the number of competing teams . Change of dates were discussed, but the date of October 7 would remain. The site and date of the indoor championship was discussed and it was decided to remain at the New Balance facility. The date, however was moved to March 1 ,2, Friday and Saturday. In a subsequent call to the New Balance Director, these dates were confirmed and cost for the meet would be raised 5 percent and not the 20 percent that was discussed at the meeting. The last order of business approved an accounting change with regard to the calendar cycle. The year would run from January 1 to December 31 and not July 1 to June 30. Schools would be invoiced prior to January 1. It is hoped that sufficient funds would be available to finance the cross country championship. If so, procedure would go into place this coming January, 2024

2022 Fall Annual Convention (September 13, 2022)The annual fall convention will be held at Holy Cross in the Hogan Building on Tuesday September 13 Lunch will be served at the conclusion of the meeting. Please rsvp so we can be prepared. A delegate authorization form is attached and may be found on the website Due to extraordinary circumstances , an ex officio group was formed to assist the Executive Committee. The proposals formulated were implemented and now need to be incorporated into the constitution. Agenda 1. Attendance 2. PROPOSED AMENDMENTS 1. Amend Article VII-section 1 The officers of the association must be athletic administrators and shall be President, Vice president , and Second Vice President. In addition, four coaches and the Commissioner will form an Executive Committee to which the the immediate management of this association shall be entrusted. 2. Amend Article XIV Membership Dues Structure Proposal: The below proposal was created to meet the NEICAAA Membership directive to create a more equitable dues structure for member programs, while bringing in required revenue to ensure future sustainability of the Association. The model includes a standard membership fee to be a part of the Association and an Entry Fee model for participation in Championships. Membership Dues: · $250/per gender · Must be paid by August 1 of each year Cross Country Championship: · $10/per entered athlete Indoor Championship: · $20/per accepted athlete/ per event · $20 per relay · $50 per multi-event athlete Outdoor Championship: · $20/per accepted athlete/per event · $20 per relay · $50 per multi-event athlete 3. 2020 Annual Fall Meeting (September 15, 2020)"The meeting was held virtually via Zoom. The zoom convention was called to order at 10:00 A.M. by President Steve Fitzgerald Schools represented were: Amherst, Babson, Bates, Boston College, Brandeis, Bridgewater State, Bryant, Connecticut College, Dartmouth, Fitchburg State, Franklin Pierce, Hartford, Holy Cross, Husson, UMass/Amherst, UMass/Dartmouth, UMass/Lowell, Maine, Merrimack, Middlebury College, MIT, Mount Holyoke, New Hampshire University, Northeastern, Quinnipiac, Rhode Island University, Sacred Heart, Smith, Southern Connecticut, Southern Maine, Springfield, Stonehill, Trinity, Tufts, U.S.Coast Guard Academy, Vermont, Wellesley, Wentworth, Wesleyan, Westfield State, Wheaton, Williams, Worcester State, and WPI. One guest was in attendance. All told, 73 people signed on. Please let me know if a school was listed or omitted as there was difficulty in reading sign-ons. The previously circulated minutes of the fall convention was adopted. The following slate of officers was approved for the upcoming year:President, Stephen Fitzgerald;Vice Presidents, David Fraizer and Ruben Sanca;Executive Committee, John Copeland and Kristin Morwick. The 2019-2020 financial report was presented and discussed. Much discussion ensued regarding the dues situation in consideration that last year’s outdoor championship along with this year’s cross country championship were cancelled. There is serious speculation that the indoor championship could be cancelled. The Director of the Reggie Lewis Track has us scheduled for 2021 championship, but the high schools have first consideration. Our Association received confirmation last year from the President of Roxbury Community College that we would be scheduled for 2021, but….. It is hoped that all will be resolved as we get closer to January. In the meantime, dues invoices had been sent out based on original membership specification. According to our constitution, dues are required and not based on competition. Dues collection will be suspended until a committee made up of members from all 3 divisions determine how to handle finances, procedures and competition. Discussion on outdoor championship scheduled for Northeastern University followed. NU coach unsure as to University procedures regarding outside participation at facility; to be determined. The 2018-2019 financial report was published. The 2019 indoor and outdoor standards were presented by Ethan Brown who announced his retirement. The Convention gave him a round of applause for his many years of accomplishment. Wentworth Institute was approved for membership. Championship site for the 2020 outdoor will be Northeastern. Stonehill was selected over MIT and Williams College for 2021. The amendment to only accept entries in the high jump and pole vault failed to be brought up as the standards in those events have been changed to obviate the problem of having entries who have never cleared the opening height. The salary of the Commissioner was raised to $10,000 to be effective with the next Commissioner.(one negative vote) The title of the Press Steward was changed to Assistant Commissioner (unanimous) Discussion ensued on the use of the new track facility at New Balance to be ready in 2022. The convention was called to order at 10:00 A.M.. The 2017-2018 financial report was published. The 2019 indoor and outdoor standards have been published on the website Dean College, Newbury College, and Nichols College were approved for membership. In separate votes 400 and 500m conversions as well as 800 and 1000M were approved for qualification purposes, 15-7; 3000 and 5000m conversions were approved 18-9. Allowing schools to enter all relays, indoors and outdoors without a qualifying time failed to be seconded. Motion to move championship to IC4A weekend was defeated 15-23. Motion to move Championship back to last weekend in February was defeated 18-22 Motion to allow schools to enter 4 x 800m and distance medley relays without qualifying time was approved with one negative vote. Change in indoor schedule was approved almost unanimously-one negative vote; major changes, men and women high jump on Saturday, quarter finals in dash and hurdles on Friday. The 2018 Outdoor Championship was awarded to Dartmouth College, May 12 and 13. The 2019 outdoor meet was scheduled for Southern Connecticut. The meeting was adjourned at 11:05. 2017 Annual Spring Meeting (March 28, 2017)"The convention held at Holy Cross on March 28, 2017 was called to order at 11:35 by Irwin Cohen. Schools in attendance: AIC, Assumption, Babson, Bates, Bryant, Connecticut College, University of Connecticut, Franklin Pierce, Holy Cross, Husson, Mass/Boston, Mass/Dartmouth, Mass/Lowell, Merrimack, New Hampshire, Northeastern, Quinnipiac, Rhode Island, Smith, S. Connecticut, S. New Hampshire, Springfield, Stonehill, U.S. Coast Guard Academy, Wellesley, Wesleyan, Westfield State, Wheaton, Worcester Polytechnic Inst, Worcester State and guest school, St Joseph. John Copeland facilitated a sense of the Association vote based on moving the meet to the first weekend in February. The result was overwhelmingly in favor of moving the meet to the first weekend in February. Greg Roy motioned to move the meet to the first weekend in February which was seconded by Casey Carroll. Voting against were: Assumption, Merrimack, Northeastern, S. Connecticut with Worcester State abstaining. All others in favor. Mail ballot, Vermont for; Sacred Heart against. Time schedule change in outdoor championship: 5,000M—7:00 PM; 10,000M—8:30 PM 7. Multi events will start at noon. 8. Discussion ensued with regard to date change of the championship, indoors and outdoors. Several dates were presented. Ethan Brown presented 2016 indoor and outdoor standards. All events will have standards. Under championship rules, opening heights in pole vault and high jump will be one increment below standard. Discussion ensued regarding New England’s and IC4A occurring on same weekend. Vote to move New England to third weekend in April was defeated. The first day of men’s decathlon will be moved to Friday. T-shirts as prizes in cross country were eliminated. Medals will be awarded for the first three places and certificates will be awarded for the next five places. Motion to run trials on Friday in 4 x 100m relay was defeated Dates and sites of Championships 2015 Cross Country Championship at Franklin Park, October 10. 2016 Indoor Championship at Boston University, February 26-27 2016 Outdoor Championship at Southern Connecticut, May13-14 Williams College was approved for 2017 outdoor championship. Entries this year will close with DIRECT ATHLETICS on Friday, October 3 at noon. Last year's starting time was 11:00 AM with women's sub varsity followed by men's sub varsity at 11:45 and women's and men's varsity to follow at 12:30 pm and 1:15 pm respectively. As some coaches displayed some consternation regarding the time schedule and placement, it will be on the convention agenda. If changes are mandated, sufficient time will remain to effect them. As we will be using chips which are charged per runner, it is hoped that coaches will only enter those runners who will participate and who are of championship calibre, suggested number--20. Discussion ensued with regard to the site of the indoor championship, but no action was taken. The policy of not allowing non-member schools to participate in the Championships was affirmed. By unanimous vote, the raising of dues to $1000 and $500 respectively was approved. Larry Newman, track and cross country historian presented his compilation of cross country results. Steve Vaitones, Chairman of USA Track and Field, New England and made a presentation about the upgrading of the cross country course at Franklin Park. Two other colleges were present. Jon Litchfield reported that he would again handle the top 25 poll and requested better input from the coaches. He will have an internet system in place. At the coaches meeting, Steve Vaitones reported on Franklin Park Cross Country procedures. The previously circulated minutes of the 2006 convention, was adopted. The slate of officers as approved by the Executive Committee; Jack McDonald, President; Patricia Nicole, Vice-President; 2 nd Vice-President, Branwen Smith-King; Executive Committee John McCutcheon, Nancy Lyons, Kristen Morwick and John Copeland was elected. The following By-law changes were approved unanimously in the outdoor championship: 800 and 1500M races would be run in seeded consecutive sections. (editorial change, fastest section last) The block schedule for women and men was eliminated on Friday with men's and women's events run consecutively. Cross Country Championship time was adjusted to allow 45 minutes between each race, to take effect with the 2007 Championships: women, sub-varsity, noon; women, varsity, 12:45; men, varsity, 1:30, men, sub-varsity, 2:15. Schools represented were: American International College, Assumption College, Boston College, Bryant, Hartford, Holy Cross, Keene State College, UMass/Amherst, UMass/Dartmouth, UMass/Lowell, Merrimack, New Hampshire University, Northeastern, Quinnipiac, Rhode Island College, Rhode Island University, Southern Maine, Stonehill, Trinity, Tufts, U.S.Coast Guard Academy, Wentworth Institute, Wesleyan, Westfield State, Wheaton, and WPI, . Guest approved by Association, Larry Newman. · Article VII-section 1 was amended to include four coaches with the Constitutional officers and Commissioner to form an Executive Committee to which the immediate management of the Association shall be entrusted. Article XIV was amended to require a modified financial structure as follows: Membership dues to be $250 per gender to be paid by August 1 Cross Country entry fees--$10 per entered athlete Indoor and outdoor championships--$20 per accepted athlete, $20 per relay, $50 per multi athlete The following slate of officers was approved for the upcoming year: An amendment to replace the sub varsity race with a college division championship was tabled. The sites and dates for the 2022-23 championships were presented. No site at this time was set for outdoors, but several sites are being investigated. Discussions ensued regarding date and location of cross country championship and meet mechanics at the New Balance facility. Further discussion on schedule to be reexamined.
